Nature & Purpose of Position/Usual Duties:
Oversees the emergency preparedness program. Develops, organizes, and administers the Sam Houston State University Emergency Response Program. Prepares public information for the Department of Public Safety Services.
Primary Responsibilities (Staff Positions Only):
Directs and prepares plans for all emergency operation support functions of the University and its operating divisions and schools. Reviews, coordinates, and updates information contained in the University Emergency Response Plans. Coordinates with University Safety and Risk Management functions for programs, interventions, and operations specified within the University Emergency Response Plans. Directs the development of risk and vulnerability analyses by emergency situation type. Prepares and implements detailed mitigation studies in coordination with safety and risk management officers that identify operational procedures to alleviate negative impacts of potential risk and emergency situations. Coordinates emergency response and special event planning activities with federal, state, and city authorities. Coordinates the development of National Incident Management System (NIMS) compliant incident command structures to support University Emergency Response Plan implementation and integrates with outside response agencies. Prepares reports, procedures, and documentation that supports the University emergency management function, operations, and plan development. Researches, monitors, and explains policy regulations and operating procedures. Coordinates and assists in the development of educational and research programs that expand the University's capacity to prevent, respond, mitigate, contain, and recover from emergencies. Develops training programs in conformance with NIMS, local/state/federal regulations, and other preparedness skill sets and competencies. Integrates Emergency Response Plan operational elements with the University Department of Public Safety, Emergency Operations Center, Facilities Department and Residence Life Department, and other satellite operating sites to ensure continuous readiness for immediate activation. Coordinates planning and emergency response activities with standing policy University-wide. Participates in the development of safety guidelines, and related environmental health and safety communications and educational information. Coordinates and ensures risk assessments by location, job, and type. Serves on committees as requested. Works to provide public information to the media as needed. Performs other related duties as assigned
