Under general direction of the Assistant Director of Public Works, this management classification exercises management, complex technical operations, administrative and supervisory responsibility in the Integrated Waste Management Division.
Essential functions of the job include, but are not limited to, the following: Manages, coordinates, plans and directs the activities and operations relating to street sweeping, refuse collection, recycling, waste diversion, field inspections, solid waste planning and community outreach.
Manages and monitors the street sweeping operations.
Confers with Federal, State and local officials on issues related to waste management and compliance regulations.
Assists in the development, implementation and monitoring of the Division's budget. Prepares oral presentations on integrated waste-related issues for residents, businesses, community groups and/or the City Council.
Responds to citizen/customer inquiries and issues, both in person and over the telephone.
Reviews and evaluates employees' job performance and recommends appropriate personnel action, if necessary.
Supervises and/or assists the planning efforts for reducing, recycling and reusing the waste generated in the City and recommends or supports alternative waste disposal and diversion methods to reduce the City's reliance on landfill disposal.
Plans or supervises the planning of work schedules, directs and supervises the work of subordinate staff assigned to various collection and collection related activities, waste reduction and planning staff and administrative support staff. Reviews and evaluates employees' job performance. Can effectively recommend and carry out appropriate personnel action.
Trains all personnel in working techniques, which are safe and efficient. Conducts monthly safety meetings with field collection personnel and administrative staff.
Prepares related written reports and documentation.
Performs field checks or directs subordinate staff to perform field checks to inspect container placement and container storage room. Checks equipment and reports mechanical defects.
Receives and responds to requests for service from the public in person and over the telephone.
Plans and evaluates refuse, recycling, yard trimming and street sweeping routes. Recommends and implements changes in route boundaries.
Prepares and/or assists in the preparation of the division's operating budget.
Conducts analysis and prepares written reports for submission to the Director of Public Works, City Manager and/or City Council.
Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.
Drives on City business.
Assumes responsibility for ensuring the duties of their position are performed in a safe, efficient manner.
Performs other related duties as required or as the situation requires.

Experience Six years of field experience in refuse, recycling, street sweeping and/or yard trimming collection programs. Three years of responsible supervisory experience in integrated waste management.
Education/Training Two years of college coursework or other formal training in environmental science, engineering, business, public administration, or related field. Bachelor's Degree in environmental science, engineering, business, public administration, or related field is highly desirable.
License(s)/Certification(s) Valid California Class C driver's license. Class B Commercial Driver's License is highly desirable.
Special Conditions Some classifications or positions may require further training on the conduct of proper pre-trip/post-trip inspections of specialized vehicles.
An equivalent combination of experience, education and/or training may substitute for the listed minimum requirements.
