The Building and Administrative Service Center (BASC) offers systems and services that support the work of the Office of the President. We strive to provide a clean, safe and secure working environment and efficient administrative support services.
Responsible for building management services in highly specialized UCPath Service center building serving over 800 staff from UCOP and (6) departments at UC Riverside location. Must operate independently to meet time-sensitive service needs in this mission critical off-site UCOP location. Is the subject matter expert for the IntelliCenter building, grounds, systems and organization and works with leadership and expert UCOP colleagues to provide facility management services. Responsible for 5 main areas including: Facility Management, Building Engineering, Environmental Health, Safety and Security, Capital Projects and Administrative Services.
Uses advanced concepts to implement and coordinate building management procedures which require specialized consideration for the mission critical nature of the UC Path Center and with the special circumstance of unusually diverse coordination of activities between multiple building occupants, departments from multiple campuses. Facilitates and collaborates with management on implementing building system projects, EH&S activities, general repair and replacement of building systems activities and excellent administrative customer service. Applies extensive knowledge of the UC organization and buildings, infrastructure, policies and procedures. Independently determines methods and procedures on new assignments.
May mentor and train peers and supporting staff members. May supervise lower level professional or support staff (for less than 2.0 FTE).
Facility Management: Recommends short- and long-term building maintenance needs and projects based on frequent inspections of the facilities and on occupant input. Manages service contracts with Riverside campus and external vendors providing custodial, security and other maintenance services to the location. Identifies and explains maintenance issues to occupants in a timely manner so that occupant-facilities collaboration is optimized. Directs work of up to 10 vendor staff providing service on site. Interprets regulatory agency policies to occupants and collaborates with occupants to maintain compliance. Establishes friendly, professional, and proactive working relationships with occupants and exhibits a courteous manner toward all occupants and visitors. Recommends local policy and procedure to meet building service goals and implements these policies in an effective manner. Serves as liaison with multiple internal UCOP organizations. The Riverside Campus and external agencies regarding safety, access, maintenance, leasing, and building use. Ensures currency, relevance and adherence to internal and external regulatory requirements.
Building Engineering: Maintains the physical plant, grounds, roadways, parking and systems for the IntelliCenter building with an emphasis on preventative measures, routines and procedures. Implements industry best practices for facility operations. Is UCOP coordinator for Solar energy installation, service, billing and reporting. Recommends corrective maintenance deficiencies and responds to facility-related emergencies. Develops a complete knowledge of all building machinery, equipment, and systems such that machine life is maximized. Is fully familiar with vertical transportation systems, boilers, and roof mounted HVAC maintenance. Identifies key industry resources in the local area and directs the work of maintenance trades provided through vendors. Coordinates emergency repairs during and after work hours.
Administrative Services: Provides excellent customer service for work order responses, collects and publishes management metrics for facility subjects, develops recurring building schedules and provides liaison to outside organizations including governmental agencies, contractors, vendors and visitors. Provides, badging, card-key and access control services to clients. Manages local parking program, provides program enforcement, collects parking fees, and collaborates on commuter benefits. Maintains local IntelliCenter facility budget and collaborates with UCOP budget and accounting services to maintain building fiscal integrity. Works collaboratively with UCOP BRC to solicit and negotiate contracts. Responsible for the timely processing of invoices, billing and the tracking of all expenses. Procurement of operating supplies and services, (custodial, maintenance, infrastructure) through university systems: ORACLE, ServiceNow, iRequest.
Capital Projects: Provides planning and coordination for construction and alteration of projects on a continuing basis. Develops budgets for management review to include moves with significant building infrastructure and space upgrades. Manages contract administration for facilities projects. Works with organization occupants and space planner to accommodate routine & non-routine projects. Collaborates with department leadership on development of space needs; evaluates and advises on the design and allocation. remodeling and construction activities of all building occupants in 6 departments and from multiple campuses with complex needs.
EH&S: Coordinates EH&S activities for the department in all UCOP buildings including hazardous materials, risk management, collaboration on ergonomic and business continuity planning activities. Coordinates with multiple units throughout the organization to provide a safe and secure facilities environment. Ensures Warden Program is in place and compliance with safety programs for federal, state, and UC Policies are met. Participates in emergency planning and response.
Advanced experience in planning, organizing, and implementing, facility management programs including sustainability, strategic programs for building energy management systems with LEED policies and energy efficiency programs. Deep and broad knowledge in the areas of building facility management, project management and engineering, building codes, capacity, security, fire safety, organization and departmental principles and procedures involved in risk assessment and evaluating risks as to likelihood and consequences.
Specific experience with complex building systems including building automation systems, work order tracking and management, security and access controls and life safety systems and energy and sustainability procedures and processes. Critical thinking with detail-oriented and creative problem-solving approach. Demonstrated ability to read and understand architectural drawings, specifications, and various measuring and testing devices. Knowledge and skill regarding specialized customer service center needs in space planning and advanced skill to effectively translate needs to professional architects and engineers
Advanced skills in working collaboratively and influencing others
Advanced project management skill to multi-task and effectively prioritize large project work.
Advanced knowledge of architecture, engineering and construction means and methods and skills to assess processes or services to provide effective on-site project management decisions.
Strong fiscal management skills and ability to understand and apply GAAP.
Demonstrated ability to utilize computers effectively including use of the MS Office suite (Word, Excel, Access and Outlook) and Internet applications.
Bachelor's degree in related area and / or equivalent experience / training. Minimum of 5 years of building maintenance and engineering
Must possess a valid California Driver's License.
Must be able to respond to building-related emergencies on an on-call basis.

SALARY AND BENEFITS
Salary: The recommended hiring range is $90,000.00 to $107,000.00. Commensurate with experience.
