Works within the vision, mission, and philosophy of the agency. Provides oversight and leadership of all legal matters pertaining to risk management, internal controls, real estate transactions, county contracts, mergers/acquisitions, corporate compliance, employment and labor laws, and management of outside attorney relationships. Actively contributes to agency-wide strategic and operational planning. Provides leadership in key business and planning processes to support the growth and development of the agency as a dynamic, effective organization in line with agency vision and values.
Provides legal counsel and support to Agency Board, Chief Executive Officer (CEO), and Executive Leadership team with ultimate responsibility to the Agency.
Provides counsel and leadership that embodies the Agency’s philosophy and values in the areas of employment, employee relations, compensation, benefits, workers compensation, and immigration.
Provides legal counsel and leadership in the areas of Health Insurance Portability and Accountability Act (HIPAA), privacy, and corporate compliance.
Provides leadership in mergers and acquisitions.
Provides leadership in risk management ensuring corporate policies and procedures comply with procedures comply with applicable laws and regulations. Recommend internal controls.
Coaches and counsels’ other professionals on legal issues.
Selects and manages outside attorney relationships.
Provides support in real estate transactions and lease contracts.
Provides support during contract negotiations. Oversees non-profit corporate governance.
Serves as member of Executive Leadership Team. Represents the organization in state and federal courts.
Supports the Chief Executive Officer (CEO) and other members of the Executive Leadership Team (ELT) in the formulation and execution of the organization’s vision, business, and strategic plans.
Acts as an ambassador of agency values, beliefs, and competencies, providing presentations, and speaking at a variety of venues including county, state, and federal forums.
Participates in professional organizations that support the agency’s goals.
Develops and conducts necessary training for management, staff, and constituents.
Performs other related responsibilities, as assigned, to support specific department/business needs.
Education and Experience Requirements:
Jurist Doctorate degree admitted to practice in California required.
At least ten (10) years broad, progressive legal experience with focus in health and welfare systems, non-profit experience, labor, and employment required.
A decisive individual who possesses a "big picture" perspective and is well versed in systems. Diverse experiences in managing a broad range of administrative areas of responsibility.
Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to the Board and outsiders.
At least five (5) years in senior position in a law firm preferred.
