Department PurposeStudent Housing and Dining Services (SHDS) is a self-supporting auxiliary that provides housing and dining services to approximately 15,000 undergraduate, graduate, and students with families who live in on-campus residential facilities (university owned/managed and Public-Private-Partnerships), as well as providing residential, retail and catering dining services for the campus community. The Purchasing team within the Financial Operations sub-unit manages over 1600 Purchase Orders, Procurement Card purchases and AggieBuy orders for an annual expenditure of over $7 million dollars.
Job Summary Under the general supervision of the Assistant Director of Financial Operations and with high level of independence, review, coordinate and complete terms and specifications for contractual agreements for Student Housing and Dining Services (SHDS). Serve as departmental subject matter expert in interpreting and disseminating departmental and campus policy and procedures related to purchasing. Serve as a departmental purchasing resource and provide purchasing support and training to staff. Function as vendor contact to resolve issues and discrepancies. Support financial controls, accountability, business operations and administration. Support Assistant Director in analysis of project and financial resources, including current year expenditures for SHDS. Support Senior Buyer position in purchasing for the Dining Services unit and other housing operations. Provide excellent customer service, providing quality control to minimize errors in purchasing and fiscal activities. Liaison with Supply Chain Management (SCM), Shared Services Organization (SSO), Accounts Payable and other departments to support goals of unit. Support Assistant Director in maintaining departmental policies and procedures and implementing changes in University policy and regulations. Manage department purchasing team. Supervise staff to assure accountability and stewardship of department resources (operational, financial, and human) in compliance with departmental goals and objectives. Responsible for activities associated with purchasing, supporting day to-day unit operations and other finance related functions. Determine, delegate, and assess workload of purchasing staff to achieve departmental goals, ensuring a high level of service. Responsibility for recruitment, selection, developing, coaching, training, evaluating, and corrective actions. Provides leadership and develop mentor relationships to encourage and support employee growth and professional development. Provides direction according to established policies and management guidance.

MINIMUM QUALIFICATIONSMinimum Education/Experience: - Experience in purchasing, accounts payable, ledger reconciliation, business contracts, materials management and internal controls, including processing online transactions.
- Experience in personnel management including staffing resource assessment, recruitment, training and development, work assignment, supervision, team building, performance evaluation, corrective/disciplinary action and conflict resolution.
- Management experience in planning and implementing process improvements to enhance work processes and systems.
- Experience performing analyses of complex information, performing independent research and presenting complex data to facilitate decision-making and strategic planning.
- Experience planning and organizational skills to work independently with minimal direction; excellent judgment to analyze workload, organize, coordinate, and manage a variety of complex tasks and projects concurrently, with competing critical deadlines.
- Experience communicating effectively verbally and in writing, with ability to prepare a variety of correspondence, reports, policies and procedures, agreements, training documents, and performance evaluations.
Minimum Knowledge, Skills, and Abilities (KSA) : - Computer skills to utilize various software programs such as word processing, spreadsheets, and database management programs.
PREFERRED QUALIFICATIONSPreferred Education/Experience: - Experience using university centralized financial systems (KFS, FIS Decision Support, Aggie Travel, AggieBuy and Online PrePurchasing systems), supporting a large and complex organization with varied financial transactions and processes.
Preferred Knowledge, Skills, and Abilities (KSA) : - Knowledge of generally accepted accounting principles used for general ledger entries and reports.
- Leadership and decision-making experience to lead meetings, communicate effectively with management, staff, and campus community, and problem solve while evaluating changing business needs.
- Analytical, problem solving and management skills to independently research, develop, and recommend solutions to complex problems and issues dealing with policy and procedure related to purchased transactions and accounts payable.
