SUMMARY Under the general supervision of the Executive Director, the Assistant Director, Facility Operations is responsible for the daily operations of the Loker Student Union (LSU) by performing the following duties either directly or indirectly through managed employees.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Direct and oversee the day-to-day operation of the union facility Guest Services, Reservations and Events Services, and Facility Services including building maintenance, custodial, inventory control, security systems, IT and telecommunications infrastructure; evaluate and assess the use of current and evolving technologies to maximize sustainability.
Develop and oversee proper and timely execution of policies, procedures, rental contractagreements and rates, organizational strategy, and capital planning relating to facilitymanagement, operations, and services; regularly assess unit initiatives for improvements withdata driven decision making; analyze and apply emerging trends, best practices, and processimprovements to unit operations.
Direct and oversee coordination of bidding and management of contracts for capital projects, custodial services, landscaping, pest control, trash collection, and surveillance systems to ensure satisfactory delivery of all contractual obligations.
Drive the implementation and maintenance of organizational risk management; direct internal processes to identify and limit liability and risk in LSU operations, programs, services, and emergency response protocols; administer the IIPP, establish safety standards and administer a safety program and trainings ensuring compliance with laws, building code, CSU policies, CSUIRIC manual, and Cal OSHA regulations; coordinate with insurance providers and worker’s compensation service providers for reporting requirements; support audits and investigations.
Develop fiscal planning recommendations by maintaining a reserve fund study and capital planning strategy; support fiscal goals by designing and implementing strategies to limit operating costs and develop revenues; maintain fiscal accounts within allocations and prepare reports for monthly reconciliations, projections, and quarterly planning and reporting.
Responsible for optimal operation of life safety systems including fire suppression, AED, and emergency operations; administer and coordinate business continuity planning and incident response, ensuring prompt and correct reporting of incidents; serve as building marshal.
Direct and oversee competitive bidding processes for service contracts, purchases, and construction projects, and oversee documentation preparation for contract execution, accounts payable, reporting, and audit compliance; oversee projects ensuring all projects meet organizational deadlines and budget allocations.
Represent the organization on committees and boards as directed; represent the Executive Director as asked.
SUPERVISORY RESPONSIBILITIES Directly supervises the Building Services Manager, the Building Maintenance Supervisor, the Guest Services Manager and an Operations Assistant. Indirectly supervises the Reservations Coordinator and the Building Maintenance Assistant and 40 or more part-time student assistants including building managers. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

PREFERRED QUALIFICATIONS Experience working in a public, high-traffic facility. Project Management or Facility Management certification.
EDUCATION AND/OR EXPERIENCE Bachelor's degree (B. A.) from four-year college or university in Operations Management, Hospitality Management, Business Management, or another related field; and 5 years of related experience and/or training; or equivalent combination of education and experience.
LANGUAGE SKILLS Ability to read, analyze, and interpret technical journals, and financial reports /statements. Ability to respond to common inquiries or concerns from team members, clients, regulatory agencies, or outside financing sources. Ability to effectively present information to top management, public groups, and/or boards of directors.
MATHEMATICAL SKILLS Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
About The Donald P. & Katherine B. Loker University Student Union, Inc.
The Donald P. and Katherine B. Loker Student Union (LSU) at California State University, Dominguez Hills, was created to serve students and the larger community of CSUDH, with the intent of providing co-curricular education, an environment in which students can develop and call their own.
After a student referendum was passed, The California State University began collecting fees for a Student Union building in 1985. This action in conjunction with a campus fundraising campaign entitled FutureNow garnered substantial support for the student union project.
In 1989, a ground-breaking ceremony was held and construction of the union facility commenced. Present at the groundbreaking and throughout the life of the project were Donald P. & Katherine B. Loker. Donald Loker, an alumnus of Harvard and Katherine Loker, an alumna of University of Southern California. Mr. &. Mrs. Loker supported the Student Union passionately.
After a three-year construction period, the Donald P. & Katherine B Loker University Student Union, Inc. opened its doors. The two-story building upon completion was approx. 67,000 sq. ft. Louis Anderson served as the first LSU Director.
Twelve years later, in... 2004, a facility renovation was moved up due to a fire in the University Bookstore. It was determined by the Board of Directors that the organization would take the opportunity at hand to facilitate an expansion project. The expansion provided extensive renovations to the original space, which includes the lower level floor. The south end of the main floor that houses the bookstore was also slated to grow in size. Moreover, the project included the addition of entire third floor convention-style ballroom and meeting rooms and a larger main second floor food court that today includes Johnny’s Pizza, Toro Takeout, Taco Bell/A&W, Union Grind, Subway, Panda Express, DH Sports Lounge and Club 1910 restaurant.
Finally, a multi-level courtyard was planned to simultaneously separate and connect the two buildings. This outdoor common area would be a place for students and faculty to interact, enjoy plentiful daylight and have a visual connection to the campus around them.
Overall, the project nearly doubled the building’s size to 121,042 sq. ft. $4 million of the LSU’s $34.3 million expansion cost was contributed by Katherine B. Loker.
In 2007, the building re-opened its doors. The façade to the union, prominently seen from Victoria Street, has become a university landmark and is an identifiable icon on the campus of CSU Dominguez Hills. CSU Dominguez Hills and architects Cannon Design were recognized in 2011 with an Association of College Unions International (ACUI), Facility Design Award, honored for not only the building’s physical appearance, but also how the design concept was developed and how the improvements affected the campus.
Today, the LSU houses the University Bookstore, Campus Dining, and Associated Students, Inc., the Office of Student Life and Department of Multicultural Affairs. Most recently, four affinity centers have also been established in the building amid a plethora of services and programs.
More than a building, the Loker Student Union is the center and soul of campus life. From design to function, the facility includes a variety of spaces to create a sense of community, expand the avenues through which the university educates students and enhance the quality of daily life for the students/alumni, faculty, staff and guests.
The Loker Student Union provides an environment which is designed to encourage interaction among the campus’ constituent groups (internal and external), enhance the sense of campus community, and expand the avenues through which the university educates students. Through its many activities and services, the Loker Student Union provides cultural, social and recreational programming that supports the educational mission of the University, encouraging the development of citizenship, leadership, and social responsibility for success in a dynamic and pluralistic society.
