A Senior Contract Services Officer performs high-volume and technical purchasing and contract administration for a variety of general and specialized goods and services, advises program and project staff about complex contracting issues, prepares bid specifications, solicits proposals and bids from vendors and contractors, negotiates, awards, and prepares contracts, resolves bid or contract disputes, and monitors contract performance. This class is distinguished from Contract Services Officer in that Senior Contract Services Officer performs the more complex Contract Services Officer work, trains, assigns work to, and reviews the work of Contract Services Officers, and/or directly supervises possibly clerical or technical staff.

MINIMUM QUALIFICATIONS
Either: 1. One year of experience in the class of Contract Services Officer in Sacramento Area Sewer District service.
Or: 2. A bachelor’s degree or higher from an accredited college or university with major course work in business administration, public administration, or a closely related field
AND
Two years of full-time professional experience purchasing commodities, acquiring contracted services or writing service or construction contracts.
Or: 3. Three years of full-time professional experience purchasing commodities, acquiring contracted services or writing service or construction contracts.

SacSewer is the Sacramento region’s sewage collection, treatment, and resource recovery utility—providing service to more than 1.6 million people. We are the second largest sewage collection utility in California, and we own and operate the second largest water resource recovery facility of its kind in the nation, the EchoWater Facility.
SacSewer provides service to residential, commercial, and industrial customers throughout unincorporated Sacramento County; the cities of Citrus Heights, Elk Grove, Folsom, Rancho Cordova, Sacramento, and West Sacramento; and the communities of Courtland, Locke, and Walnut Grove. The services we provide vary based on the location within our service area.
SacSewer is led by a General Manager and organized into six departments—Collection System Operations, EchoWater Operations, Internal Services, Finance, Communications, and Policy and Planning. We are governed by a 17-member Board of Directors representing the jurisdictions we serve.
