Position Overview
Helping Hearts CA is seeking a strategic, collaborative, and community Administrator to lead the organization’s multi-program campus, which includes a 100-bed Low-Barrier Shelter, 100-bed Recuperative Care Program, Sobering Center, a Family Navigation Center, and onsite Kennel. This role ensures all programs operate in alignment with Housing First, Harm Reduction, and Trauma-Informed Care principles while meeting county contract and regulatory requirements.
The Administrator serves as the senior operational leader and works in partnership with Executive leadership and the Board of Directors to guide the organization’s strategic direction, strengthen community partnerships, and support the continued growth of recuperative care in the San Bernardino County area. This is a high?impact leadership role responsible for ensuring safe, effective, and compassionate service delivery for individuals experiencing homelessness and complex health needs.
Key Responsibilities
The Administrator will provide overall leadership of the organization, including:
Provide executive leadership and operational oversight across all campus programs
Ensure compliance with HHAP, HIPAA, OSHA, ADA, county contracts, and emergency?preparedness standards
Lead and develop Program Directors, Clinical Leads, and administrative staff
Oversee daily operations including safety, intake, facilities, food service, transportation, and kennel services
Support high?quality clinical care in Recuperative Care and Sobering Center programs
Monitor program outcomes, service quality, and client satisfaction
Manage budgets, expenditures, and financial reporting
Build strong relationships with county agencies, hospitals, law enforcement, and community partners
Represent the organization in meetings, tours, and public presentations
Compensation and Benefits

Salary range: $155,000 – $175,000, depending on experience and qualifications.

Qualifications
Ideal candidates will bring:
Bachelor’s degree in Public Administration, Social Work, Nursing, Healthcare Administration, or related field (Master’s degree preferred)
Minimum 5 years of progressively responsible leadership experience in recuperative care, healthcare, behavioral health, or similar fields.
Experience managing multi-program or multi-site operations
Strong knowledge of Housing First, Harm Reduction, and Trauma-Informed care.
Experience with regulatory compliance, audits, and contract management.
Strong experience with budgeting, financial, and contract management.
Proven ability to build community partnerships and collaborations
Experience working with nonprofit boards and governance structures.
Excellent communication, leadership, and organizational skills.
Proficiency in MS Office and HER systems
CPR/First Aid and CPI training (provided if not current).
The Administrator is expected to work primarily in person and attend community meetings, programs, and events throughout the region, including occasional evenings and weekends.
