Pima County is seeking an experienced cultural resources professional to serve as Cultural Resources Compliance Manager within the Pima County Cultural Resources and Historic Preservation Office. This position manages countywide cultural resource compliance and regulatory review programs, overseeing implementation of federal, state, and local preservation requirements across County projects and private development activities.
Reporting to the Historic Preservation Officer, the position supervises compliance program staff and coordinates complex cultural resource reviews involving Section 106 of the National Historic Preservation Act, the Arizona Antiquities Act, and Pima County Board of Supervisors Policy C3.17. Responsibilities include project management, regulatory coordination, consultation with Tribal Nations and agencies, oversight of compliance tracking systems and GIS resources, stakeholder coordination, and support for preservation planning and stewardship initiatives.
This position offers a unique opportunity to help shape preservation and compliance practices across one of the most culturally significant landscapes in the American Southwest. The successful candidate will work collaboratively with County departments, Tribal Nations, federal and state agencies, consulting professionals, and community stakeholders to support responsible infrastructure development, conservation planning, and long-term stewardship of archaeological sites, historic properties, and cultural landscapes throughout Pima County.
The ideal candidate will bring strong technical knowledge, project management experience, supervisory capability, and a collaborative approach to balancing regulatory compliance, conservation, and public service.
This position is expected to work primarily onsite in Pima County. Limited teleworking opportunities may be available at the discretion of the Historic Preservation Officer based on operational needs and job responsibilities.
Minimum Qualifications
Graduate degree (M.A. or Ph.D.) from an accredited college or university in history, archaeology, anthropology, historic preservation, or a closely related field as defined by the department head at the time of recruitment
Three (3) years’ experience in cultural resources management, historic preservation or a related field as determined by the department head at the time of recruitment INCLUDING two (2) years of supervisory and/or managerial experience.
Meets Secretary of the Interior Professional Qualifications Standards for archaeology or architectural history or historic architecture.
Valid driver’s license at the time of hire.
Preferred Qualifications
Advanced Cultural Resources Regulatory Compliance Leadership: Demonstrated experience with complex, multi-jurisdictional cultural resources compliance programs involving NHPA Section 106 and Arizona Antiquities Act implementation, including responsibility for eligibility determinations and effects findings.
Supervisory & Program Oversight Experience: Direct supervision of professional staff, including performance evaluation, mentoring, and workload management within a cultural resources or historic preservation context.
Tribal & Intergovernmental Coordination: Experience with regular coordination with Tribal governments and state and/or federal regulatory agencies in a cultural resources compliance context.
Public Sector Preservation Policy Experience: Employment with a public agency and experience implementing cultural resources preservation policies, ordinances, or board/council directives.
Compliance Systems, Database, or GIS Management: Experience managing or administering cultural resources compliance tracking systems, databases, GIS platforms, or similar regulatory information systems.
Arizona Antiquities Act Professional Qualifications: Qualified as a Project Director or Principal Investigator under the rules implementing the Arizona Antiquities Act (A.R.S. 41-841, et seq., 41-865).

The Pima County Cultural Resources and Historic Preservation Office administers countywide cultural resource compliance, historic preservation, and stewardship programs across one of the most culturally significant landscapes in the American Southwest, including more than 260,000 acres of protected conservation lands.
The office oversees implementation of federal, state, and local cultural resource requirements for County projects and private development, including compliance with Section 106 of the National Historic Preservation Act, the Arizona Antiquities Act, and Pima County Board of Supervisors Policy C3.17. Responsibilities include cultural resource review and permitting coordination, consultation with Tribal Nations and regulatory agencies, historic preservation planning, and management of Priority Cultural Resources identified through the Sonoran Desert Conservation Plan.
Working collaboratively across County departments, Tribal Nations, federal and state agencies, consulting professionals, and community stakeholders, the office helps balance infrastructure, conservation, growth, and long-term stewardship of archaeological sites, historic properties, and cultural land...scapes throughout Pima County.
