This position serves as an advance technician for outpatient care settings such as: primary care - mental health - and specialty clinics. As an ICT Generalist the applicant may serve in a medical center - community-based outpatient clinic (CBOC) - or mobile medical unit.
Qualifications
To qualify for this position - applicants must meet all requirements by the closing date of this announcement - 06/09/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS-6 grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation - but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement. In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience: One year of specialized experience equivalent to the GS-06 grade level in the Federal service; experience that equipped the applicant with the particular knowledge - skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position - and that is typically in or related to the work of the position to be filled - in the normal line of progression for the occupation in the organization. Specialized experience includes: Administer medications by mouth or by injection (intramuscular or subcutaneously) and watching the administration of intravenous solutions for proper timing and replacement of medication and/or proper flow; experience with specimen collection and preparation; prepare lab specimens and transfer to the lab for processing; conducting appropriate patient documentation; assisting clinical providers with surgical care. Duties
Major Duties: Assists licensed personnel with the delivery of care to patients with complex and specialized care needs
Assists in behavioral/psychiatric situations in an outpatient setting
Performs treatments and interventions
Performs wound care (i.e
bandaging - application of dressings - wound measurements and Photo-documentation of wounds)
Assists with outpatient minor procedures
Participates in follow-up care such as suture removal
Uses Medication Administration experience to perform tasks - such as intramuscular - oral - topical - eye drops - ear drops - intranasal - rectal suppositories - local anesthetics - nebulized medications - subcutaneous - and intradermal
Assists licensed staff with preparing patients for medical evaluation - setting up equipment - passing instruments and providing treatment during in-person or virtual visits
Operates specialized medical equipment to obtain diagnostic and therapeutic outcomes
Collects a wide range of specimens and preparing them for transfer to process
Performs 12-lead electrocardiograms
Provides patient education within scope of care or while providing an intervention
Conducts or assists with the training of personnel in if appropriately trained - certified and/or qualified
Performs observation-based screening and collection of patient information in collaboration with licensed personnel
Completes approved templates and tools - such as normal result notes and follow up treatment protocols established by the agency
Performs Vital Signs and Point of Care Testing
Documents actions - interventions and procedures in the medical record
Work Schedule: Monday- Friday 0730-1600 - 0800-1630 - 0900-1730

It is a requirement that all HCP to receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons
Wearing a face mask is required when an exemption to the influenza vaccination has been granted
HCP in violation of this directive may face disciplinary action up to and including removal from federal service
HCP are individuals who - during the influenza season - work in VHA locations or who come into contact with VA patients or other HCP as part of their duties
VHA locations include - but are not limited to - VA hospitals and associated clinics - community living centers (CLCs) - community-based outpatient clinics (CBOCs) - domiciliary units - Vet centers and VA-leased medical facilities
HCP include all VA licensed and unlicensed - clinical and administrative - remote and onsite - paid and without compensation - full- and part-time employees - intermittent employees - fee basis employees - VA contractors - researchers - volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities
HPTs may be paid or unpaid and include residents - interns - fellows and students
HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.
