The Associate Director of Campus Safety and Emergency Management Services assists in coordinating the University's emergency preparedness, mitigation, response, recovery, business continuity, and campus safety operations across all campuses. In collaboration with the Chief of Campus Safety and Senior Director of Emergency Management, the position coordinates emergency management programs, training, student and new employee orientation programs, exercises, emergency response activities, continuity planning initiatives, and campus safety operational functions. The position also serves as the second-in-command within Campus Safety operations during emergencies, critical incidents, planned events, or in the absence of the Chief. The incumbent will be provided on-campus housing at the Chalon Campus to fulfill the duties as the on-site incident response representative for Campus Safety and Emergency Management Services.
Work Location: Doheny Campus (Downtown Los Angeles) and Chalon Campus (West Los Angeles)
On-Campus Housing: Provided on-campus housing and is required to perform positions duties. This position has on-call duty responsibilities.

Annual Salary Rate Range: $75,000.00 - $80,000.00
Monthly Salary Rate Range: $6,250.00 - $6,666.67

Duties and Responsibilities:
Administration & Campus Safety Operations
Support the Chief of Campus Safety and Senior Director of Emergency Management in the oversight of daily Campus Safety operations, emergency management initiatives, and operational continuity activities.
Assist with operational decision-making and coordination during campus incidents, emergencies, planned events, and operational disruptions.
Assist with campus safety operations, incident response coordination, event safety planning, access control coordination, and emergency response activities across all university campuses.
Assist in coordinating campus safety operational activities and emergency response functions, including such areas as patrol operations, dispatch coordination, contracted security services, access control, parking and traffic management, incident response, and event safety operations.
Provide operational support to campus safety functions and emergency response activities, as needed.
Liaise with local, state, and federal public safety, law enforcement, fire, emergency management, and other external agencies to identify additional resources, partnerships, and training opportunities.
Manage and/or participate in University committees, task forces, workgroups, and safety initiatives as necessary.
Assist in the development, implementation, and maintenance of campus safety and emergency management policies, procedures, operational standards, and contracted security services.
Stay current on best practices, emerging threats, industry standards, and applicable laws and regulations related to campus safety, emergency management, Clery compliance, and higher education public safety operations.
Prepare and maintain accurate records, reports, documentation, training records, emergency plans, and compliance-related materials in accordance with applicable rules, regulations, and university requirements.
Serve as acting operational leader in the absence of the Chief of Campus Safety and Senior Director of Emergency Management.
Assist with the supervision, coordination, and operational oversight of contracted campus safety and security personnel.
The incumbent will be provided on-campus housing at the Chalon Campus to fulfill the duties as the on-site incident response representative for Campus Safety and Emergency Management Services.
Emergency Management & Preparedness
Lead the development, implementation, and maintenance of the University Emergency Operations Plan (EOP), emergency preparedness procedures, response protocols, recovery plans, and continuity of operations plans consistent with the National Incident Management System (NIMS) and Incident Command System (ICS).
Coordinate hazard mitigation, preparedness, response, recovery, operational resilience, and continuity planning initiatives across all university campuses and departments.
Coordinate disaster response, emergency recovery operations, and continuity activities in collaboration with the Chief of Campus Safety and Senior Director of Emergency Management.
Participate in Emergency Operations Center (EOC) activations and serve within the University's Incident Command System (ICS) structure during emergencies, planned events, exercises, and operational incidents.
Coordinate the development, maintenance, testing, and operational readiness of Emergency Operations Center (EOC) processes, systems, equipment, and emergency communication capabilities.
Maintain inventory and operational readiness of emergency supplies, safety equipment, and emergency response resources, including processes for replenishment and replacement.
Respond quickly and effectively to campus emergencies, operational disruptions, critical incidents, and nearby incidents that may impact the university community.
Assist with continuity planning, operational recovery, and restoration of essential university functions during emergencies and operational disruptions.
Conduct campus risk assessments, vulnerability analyses, and mitigation planning for natural, technological, and human-caused hazards.
Assist with behavioral threat assessment, risk mitigation, emergency incident management, and safety intervention activities.
Coordinate emergency preparedness activities and operational planning for special events, demonstrations, protests, and other large-scale campus activities.
Training, Exercises & Community Outreach
Design, coordinate, and facilitate emergency preparedness drills, tabletop exercises, functional exercises, evacuation exercises, after-action reports, and corrective action improvement plans.
Ensure compliance with applicable NIMS, ICS, SEMS, Clery, and emergency preparedness training requirements.
Establish and manage a building safety team program for each university location, including recruitment, training, meetings, exercises, and operational readiness activities.
Design and facilitate emergency preparedness, incident response, campus safety, and emergency management training programs for emergency responders, faculty, staff, students, contractors, and other identified campus personnel.
Conduct campus safety, emergency preparedness, and emergency notification orientation programs for students and new employees.
Develop and implement outreach, education, and awareness programs designed to promote a culture of safety, preparedness, resilience, and emergency awareness throughout the university community.
Create and deliver presentations, educational materials, emergency preparedness communications, and campus safety information regarding emergency procedures, response protocols, and university safety initiatives.
Emergency Communications & Compliance
Manage and maintain the University emergency notification system, including system testing, authorized user training, template development, operational procedures, and policy updates.
Coordinate emergency notification procedures, crisis communications, and emergency messaging during incidents and emergencies in collaboration with university leadership.
Support compliance efforts related to the Jeanne Clery Act, emergency notification requirements, FEMA guidance, OSHA requirements, California emergency management standards, and other applicable federal, state, and local regulations.
Assist with the development, maintenance, and review of emergency management documentation, policies, procedures, training records, after-action reports, and compliance-related reporting requirements.
Other Duties and Responsibilities:
Participate in emergency response activities, operational support assignments, campus events, emergency exercises, and after-hours incident coordination, including evenings, weekends, holidays, and university closures, as needed
Assist with campus risk assessments, hazard vulnerability reviews, Clery-related emergency preparedness and safety initiatives, grant research and support activities, request for proposal (RFP) processes, vendor coordination, contract review support, and the continuous evaluation and improvement of campus safety, emergency management, preparedness, and operational continuity programs and practices.
Support special projects, campus-wide initiatives, operational planning efforts, compliance-related activities, and perform other job-related duties as assigned.
Job Requirements: Knowledge:
Knowledge of principles and procedures of record keeping and report writing.
Strong working knowledge in the National Incident Management System (NIMS) and the Incident Command System (ICS).
Knowledge of emergency management program development.
Working knowledge of the applicable sections of the City of Los Angeles Fire Code, Jeanne Clery Act and the Higher Education Opportunity Act.

Education:
Bachelor's degree or equivalent related experience required.
Experience:
Minimum of three years of professional experience in campus safety, fire safety and/or emergency management. A combination of professional experience and academic education may be considered in lieu of three years of experience.
Experience working in an Emergency Operations Center activation preferred.
Licenses and Certifications:
Completion of FEMA IS 100, 200, 700 and 800
Possession of, or the ability to obtain, a valid California Driver's License
Possession of, or ability to obtain, current Guard Card
Possession of, or ability to obtain, CPR/AED/First Aid certification

24/7 commitment to respond to emergencies or other campus incidents
